Double Standard

Is there a such thing called a double standard? Mary Winkler killed her husband for allegedly beating and mistreating her. John Ford took 55,000 in a bogus scam set up by the government. Mary Winkler may only get 3 years if anything while John Ford can get up too 10 years. How can a murderer get less time than a thief? Maybe somebody can help me on that.
